The distribution is tight for a commercial reason rather than a technical one. Return to player is a budget: whatever is not returned to players funds the studio, the operator, the licence and the marketing. A game much above 99% has nothing left to fund itself, which is why the published figures stop where they do and why anything advertised at 100% or above is not a slot.

Read the right-hand column before the middle one. Four of the eight headline figures are conditional, and the conditions are not fine print: they change how the game has to be played to earn the advertised return.

The span between the best and worst commonly available slot is a factor of six in hourly cost. That is a far larger effect than anything a bonus, a promotion or a betting pattern can produce, and it is decided before the first spin by which title is open on the screen.
