      Exactly this. When I was working on my Ph.D. in computer science, about half of my fellow grad students were Chinese (which according to this graph don’t know how to solve a computer problem), and about a fourth of them were Indian. YMMV, but Indians and Chinese (not to mention South Americans, Africans, etc.) who know how to computers are not exactly a rarity.

        i saw a documentary on the meteoric nature of IT in india and the fact that they are now exporting high level coding solutions to the west.
        on a side note, i’m pretty sure they are the only country to make it to space first time with no mess ups.

          See, I would agree with you about China, but I worked there long enough to know that the majority of people in all the offices I worked in (with educated Chinese people) didn’t even know how to work a printer–and that was in a major, modernized city. Even non-percentage-wise, I think most Chinese people know diddly-squat about computers. Some of them don’t even know how to use their own cell-phones. So maybe, like, Shanghai and Dalian – along the far East coast–and the technology/university district of Beijing would be okay to highlight, but definitely NOT a large portion of China. How about Hong Kong and Singapore?

      While, yes, the countries in blue are prodominantly white, the sad truth is that the other countries are developing nations and are far behind the curve on computers.

      In south America, they only just recently stopped making Sega Master system games because that is what most people owned.

      Is it really “racist” to point out that a country does not have access to computers on the level that western civilization does?

      There’s racism, and then there’s willful ignorance to sound self righteous. You’re far into the later.

          But there is likely to be a high correlation between the number of computers a country has, how much experience the average citizen has in dealing with them, and how much expertise those citizens have in dealing with tech support-type issues. Otherwise you’re saying the people in the white countries have computers but are too stupid to know how to use them, which is far more racist than the original graph.

              Eh, true. Still, I think it’s less racist if the graphmaker marked it that way because he was under the (mistaken) impression that people in those areas don’t have computers (which seems to be what most of the people defending the graph believe) than if it was because he knew they have computers but thought they weren’t smart enough to know what to do with them. It would still be racist, but not quite as much, at least in my opinion.

        Yeah and that’s why South Africa experienced a brain drain in the area of computers to so called developed nations. Some of the top computer geniuses working in North America are in fact south african with a south african education. I was 3 years old when my father brought home a computer and I learnt to use it even before i could read or write. i knew what to do to get to what i needed to get to. I was one of the first people in my school to experience and use the internet. In high school i was the top student in computer studies. I spent most of my computer classes helping my fellow students than actually doing my work yet i still beat them. And all this in the 80s and the 90s. I probably know more about computers than 90% of the people in the “developed” nations. Yet firstly i am a woman but secondly I am a South African. and for those who don’t know where that is, it’s a country on the southern tip of Africa. And no we don’t have lions who walk around in our streets except for the rugby kind. We are more developed than you think and if you aren’t careful we might just overtake some of the nations you think is better than us. Watch this space……..

            Another South African here who ‘solves computer problems’ for a living so I call bull**** on this one. Yes I’ve lived and worked in the ‘blue’ area, but now do the same work from South Africa because I prefer it.

            I would have found this more funny if SA was in blue, but then again so many people don’t realise it is a country or where it is on the map. Hopefully the World Cup at the moment will clear this up :)

            More and more European companies are doing business with South Africa because we are in the same time zone.

      For crying out loud MOST of them ARE computer illiterate. a niche few of people who DO know what they are doing doesn’t make up for the denizens of more “average” just having one computer expert won’t qualify the whole country.

        The IT firm I worked for had call centres in Belgium, Canada, Bangalore, Singapore and Blackpool. At least, when I left. Before that it was the US, Bangalore, Manchester and Warsaw. The experts were in Bangalore, though. Bit difficult to understand, but absolutely brilliant at their job. So this graph is a tribute to the brilliant computer experts in India. Hurrah!

        I used to teach computing to kids from third world countries. It was usually a mix of kids who had never even seen a typewriter and a couple of kids with rich daddies who thought they knew everything about computers and proceeded to mess the computers up. AAAAAAAARGh.

          Haha – I had similar experiences in China — the truth is while there is a growing number of private computer owners, most people don’t use computers that much outside of work, and if they do, it’s usually at an internet bar or something like that, but TRUST ME – it doesn’t mean they know how to use computers. Hell, unless someone was in business, they didn’t even know how to use e-mail. They do have QQ – which is like, AIM for Chinese people with tons of little tacked on programs to make your computer run slow as hell.
          My Chinese friends DESTROYED my old laptop :(
          This was in a major city – most people live in the countryside.
          Of course there are people who are VERY good with computers, but it’s not the majority – it’s a very small percentage – only people who can afford it.

    The racist comments simply make this more humorous. While I’d remove a good portion of Europe from the blue shading and add Indonesia to the Red the point is dead on. An even more fun map would be one of greater/less than 50% of the population can read in Michigan. It’ll appear even more racist and yet be even more accurate.

    this isn’t racist at all. it totally demonstrates the way customer service around the world is now.

    if i want tech help, i don’t want to talk to someone halfway around the world who’s been given a script and only gives answers based on that script. i don’t want someone who hears a keyword and immediately transfers me to another department. i don’t want someone who argues with me when i ask for a supervisor.

    when i call customer service, i want someone who listens to me to understand the whole problem i’m having and has the ability to figure out what’s the best solution. i want someone who understands that the minute i say “transfer me to a supervisor”, the next words out of their mouth should be “hold please while i get one for you.”

    and i really do NOT want to talk to someone when i know the only reason they’re answering my call is because a loved-one’s employer (former or otherwise) has set up the call center someplace where they don’t have to pay competitive american wages and benefits.

        the man has taken on a very hard position in an insanely hard time in history. nobody was going to be happy with the person elected no matter what they did. americans expected to have their world fixed the moment they woke up the morning after the election, and everyone has become a whiny little twit because problems didn’t get solved yesterday.

        before this turns into a major political rant, i really think the quickest way to solve the unemployment problem would be to reverse NAFTA and make companies bring back all those jobs they shipped overseas.

        Do you? (it’s a fair question) It’s not so clear-cut. Just because there is some percentage of computer literacy in some countries doesn’t mean anything. Computer literacy is still very low in countries where family can’t afford personal computers – though it’s a change in progress. The poster could have done a little bit of a better job by at least having different shades of blue or at least including ALL major business and technological centers – he missed some big ones, like Hong Kong, Singapore, Shanghai, Seoul, and the country of Brazil should be in there. If I missed any, it’s because I willingly admit I don’t know as much about the technological situation in other areas. (My experience in SE Asia is very limited, and I have only a cursory knowledge of South Africa and Central Asia. It’s not my area of expertise.)

        i would talk to the companies and tell them that i want customer service provided for me by someone who understands what customer SERVICE really is. but i can’t. because when i call the companies i end up talking to someone in another country who hadn’t even heard of the company until the day they strapped on a headset and started answering the phone.

        my life doesn’t suck. life sucks for the person on the other end of the phone when i call and say “i’d like to do ,” and their response is “yes i’d be happy to help you do today. would you please hold?” then 20 minutes later they cut off the call.

          A: In India, when they put you on hold, they do it with an accent.

          IOW, customer support usually is bad, regardless of what country is providing it. I’ve had good service from people in the US, and I’ve had good service from people overseas, but usually it’s bad, regardless. That said, I’ll take bad support over listening to a robot. (For tech support in particular, however, I find that I can answer most of my own questions by Googling and visiting sites like stackoverflow and superuser.)

      That has absolutely nothing to do with it – frankly, I hope that he’ll(the Pentium designer since you made up the other two) gets permanent citizenship and not just continue on his current working visa. However, that level has absolutely nothing to do with tech support and by bringing this up you do nothing other than point a bigger finger at the issue of illegal vs. legal immigration and that’s the point that should be discussed…it should be a lot easier but if you’re not legal you’re not legal and more than the book should be thrown at you.

Again, generally, anybody in India, China or Japan that can do better than customer service(ie. stall until they hang up) work in outsourcing…which is actually the point of the original poster….

      2) In my experience the VAST majority of people in China didn’t know how to turn a computer on and off.

        The Philippines has many computer-literate people and the country is left out in this graph. Majority of people born from 1970 and up know how to use and troubleshoot computers. Unfortunately, our politicians are on the far end of the spectrum — and is dragging everyone down with their stupidity.

              I’m from Arizona, and I agree with Waverly and Again.

              I spent 5 years of my life in the US Army. Before I even got my boots, before they shaved my hair, before I did my first push-up, I swore an oath to uphold and defend the Constitution of the United States.

              You know, the Constitution… It’s that document which defines and protects your freedoms. It’s the paper and social contract upon which everything which makes our nation great is founded.

              I swore that oath knowing full well that it could mean my life, so I made sure to understand the cornerstone of the United States.

              AZ SB1070 breaks the 4th Amendment very clearly and specifically.

              The 4th Amendment states “The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.”

              It makes no distinction between citizen, documented resident alien, or Jack who just landed in a boat from across the Atlantic. “The people” is defined as anyone who has anything to do with the US, whether they’re born here and traveling abroad, whether they’re sitting in a US Embassy abroad, or they’re within our borders.

              SB1070 says that a police officer can (and must, or his jurisdiction gets sued) request proof that I’m a citizen if he performs a legal stop. Well, what’s a legal stop? Simply acknowledging the officer’s presence falls within that definition.

              Now, I can understand a cop asking for ID if a crime has been committed, and they have reasonable suspicion that the person is involved in that crime. That’s well within the 4th Amendment, because it sets up probable cause. But asking for ID when there is no suspicion of any crime is a very clear, deliberate violation of the 4th Amendment. (accent, skin color, etc., are not basis for suspicion, because the only people who aren’t immigrants are Native Americans… and surprise surprise, people from Mexico look a lot more like Native Americans than any other group… in fact, the average Mexican national’s lineage IS Native American.)

              I served my nation honorably, and gave my blood, sweat, and tears, not to mention sustained an injury that will stay with me the rest of my life (not combat related, so no medals)… I won’t let my home state spit in my face and disrespect the graves of the soldiers who came and went before me.

              So please, make fun of Arizona. Call us bigots and racists, because far too many of us are. Compare us to the very fascists who we fought in WWII, because we’re doing the same thing the Nazi party did before the war started: marginalizing a population, making them into scapegoats, spreading fear and lies, and preventing full citizens of our nation from walking the streets without being persecuted based only on their appearance. No, we aren’t firing up the oven and making people dig their own graves, but Tent City bears a terrible and frightening resemblance to Auschwitz. (By the way, Tent City doesn’t house rapists and murderers… it’s a county jail, putting people with unpaid speeding tickets out in 120 degree weather… Oh, we’ve gotta punish them jay-walkers, and those frat boys who get too drunk over the weekend need to eat moldy bologna while Herr Arpaio’s wife gets rich off of the catering budget.) Boycott us, please!

                I’m sorry, I usually don’t insult members of the US military; but you’re sorely misinformed and misguided. First, the Constitution only applies to legal United States citizens or permanent (legal, again, this is key) residents–this is a fact. Non-citizens are protected by international legal codes, like the Geneva Convention, but not the Constitution. If you’ve ever read Locke, you know our entire system of government is based on his writings, specifically the idea of a social contract. Citizens and permanent residents have entered the contract, illegal aliens haven’t; thus, the government (and the Constitution) do not apply to them. By your logic, any shmooze sitting on the steps of the American Embassy in “X” country is protected by the Constitution. By your logic, foreign armies in the US are protected too. By your logic, foreign diplomats wouldn’t need diplomatic immunity because they are protected by the Constitution. These are all untrue.

                Secondly, no, the law does not break the 4th amendment. The 4th Amendment includes the phrase “probable cause,” doesn’t it? This new AZ law includes the phrase “reasonable suspicion,” doesn’t it? They are one and the same. No one can do anything unless there is evidence of some type of illegal activity going on. Do the police abuse the 4th amendment? Sure. Will the abuse this new law? Sure. But that isn’t the intent of the amendment nor SB1040; and it isn’t their fault if they are abused. They are still a good amendment and a good law; the fact that people may (illegally) abuse them doesn’t change that.

                Third, the law does NOT require that every time an officer makes a stop, he asks for ID. It says that once he does make a fully legal stop because of some OTHER illegal activity or action (NOT skin color, accent, etc.), he has the right to check for ID if he suspects this person is illegal–if, for example, s/he doesn’t speak English–which is perfectly reasonable; how many Americans do you know who don’t speak English? If the person is a citizen, she flashes her ID; if he is a legal immigrant, he flashes the papers he is REQUIRED by federal law to carry at all times; and if he is an illegal immigrant, he is carted back to the country he came from, from which he can always LEGALLY immigrate to the US. I see no problem here.

                Fourthly, no, Native Americans are not the only non-immigrants. Every single person born into the USA or naturalized is a citizen and NOT an immigrant. Sure, their ancestor(s) who FIRST came to America was an immigrant, but they themselves are not. The policy is the same today: illegal aliens are illegal; their American-born children are American citizens.

                Lastly, if you don’t like Arizona, move. Stop whining, for God’s sake.

                  On your first point: Wrong. There was no distinction between legal and illegal residents when the Constitution was written. A person was either inside the United States, or they were outside. Citizenship was handled by the states, and while there were no hard and fast rules, generally a (white male) person was considered a citizen if they were active in politics. It wasn’t until the 14th Amendment that the rule of citizen-by-right-of-birth was enacted on a federal level, as a reaction to the Civil War, and even then, the Constitution was very vague on what a naturalized citizen was while still making no point on residency. The Constitution has never made a distinction between a documented or undocumented resident, and while illegal immigrants may be breaking federal laws, they are still protected by the Constitution. As are people within embassies and military bases abroad, as a person seeking asylum within them must have an extradition hearing if their entry is not barred. When I was in South Korea, I was subject to Korean law while not on base, and Koreans were subject to US law while on base. Foreign armies fall under the provisions in the Constitution under martial law, as the areas which they occupy are no longer considered US soil, and prisoners of war are treated under the same rules as our military personnel are treated.

                  The only place within our borders that the Constitution does not apply to all residents regardless of their legal status is port of entries… and that is based on federal law rather than constitutional law and could be challenged in court (though I’m betting not even the lowest levels of Federal court would hear such a case, much less get to the Supreme Court.)

                  Additionally, this law will be levied against legal residents and citizens, because there is no way to determine a person’s immigration status until the officer takes action based on SB 1070. So, it doesn’t matter whether illegal immigrants are protected under the US Constitution or not, because it effects people who are undeniably party to the social contract.

                  To your second point: Wrong again. The 4th Amendment says that a search or seizure without a warrant is illegal, and that probable cause is required to gain a warrant. SB 1070 says that a search and arrest can be conducted without first obtaining a warrant. The Supreme Court has ruled that if an officer has knowledge of a crime, and extenuating circumstances (such as a very high probability of a violent crime being committed in the future, or the evidence is in view from a public location, such as drugs in someone’s back seat) that the officer may bypass the 4th Amendment restrictions. The evidence of a person’s legal status, however, is hidden in their pocket or purse, not in plain sight, and being an illegal resident is not a violent crime. SB 1070 is a general warrant, the very thing which the 4th Amendment was written to prohibit.

                  To your third point: Partially correct. An officer does not have to verify everyone’s residency status. However, your definition of a legal stop is not the same definition used in the courts of Arizona. A legal stop does not require a crime to be committed, any time an officer (who is obviously an officer, such as wearing a uniform or in the case of undercover or off duty officers, when they identify themselves as such) stops a person for any reason, even to compliment them on their hat or talk about the weather, that is a legal stop. At that point, an officer can then check the person’s identification without a warrant, and without probable cause that a person will perform a violent crime and without seeing evidence of a crime having been committed.

                  Fourth, I was talking about racial origins, not geographical location of birth for individuals. A minor point, but since I was going point-by-point anyways, I might as well include this one as well.

                  Lastly, you obviously know your way around the Constitution… I’m a bit surprised that you’re even entertaining the thought of “love it or leave it.” That’s nationalistic, not patriotic, and the founding fathers most certainly didn’t entertain that idea… Rather than leaving the Colonies when they were under restrictive, unfair and unjust laws, they changed the government.

                  For me to leave Arizona would mean breaking the oath I made when I enlisted… Rather than standing up against an enemy of the US Constitution, I would be giving away my power as a citizen of Arizona, and giving away my voice, being labeled as just another outsider who doesn’t know what is going on. I could not do that, any more than I could abandon my post while I was still enlisted. To ask me to leave Arizona is synonymous in my situation to asking me to commit treason.

      Greenland, while it is not a highly populated country, considering a good portion of it’s land mass is in the arctic circle, it is still a country. Though the arctic circle does not have a big “keep out sign” along it’s borders, I just imagine few people would want to live in such a cold and harsh environment.

    I would like to correct you all. While there are indeed many countries in asia who are a bit ahead of the U.S., many parts of those countries have their areas of poverty. Take, for example, the complicated continent of Africa. It is broken apart into a vast collection of classes. While South Africa is a wealthy, predominately white tourist location, many parts of it are secluded and poverty ridden. And it’s not just Africa either. Look at America. We have a place in WI called Germantown, and it is very wealthy. Everything there is so expensive compared to my town of Manitowoc. My general point is that there is no class that every person in a country can fit into, and therefore there is no way to say that a theoretically 3rd world country is filled with a bunch of hobos who are stupid. That is definately not the case in any place.

It may be a higher proportion than in some developing countries, but as has been pointed out, some of the white countries (and, in fact, the red one too) do have a *lot* of people who know about computers, even compared to the countries shaded in blue here. Language barrier =/= incompetence, and people in entry-level jobs =/= the best experts a country has to offer.

    I think the blue areas are supposed to represent places in the world that are abound with computers. A few obvious ones were left out, but when you think of the white areas most people don’t exactly think ‘technologically advanced’. That’s not racist, it’s just the first world’s perception, and it also happens to be true to a degree.

    But the joke of the graph rings true- and it’s not so much that Indian workers don’t know how to fix computers, but more that you can’t understand what they’re saying half the time for them to help you. While that’s not their fault, it doesn’t make it any less frustrating.

And I’m pretty sure you’d have the same sort of language barrier issues dealing with tech support from Russia or, well, pretty much any country that doesn’t primarily speak English (and even then, you might run into problems with accents.) I’m not saying it’s not frustrating, but saying it’s because they don’t know what they’re doing and not because you can’t understand them is insulting at best.

If you ppl were so brilliant, just solve it yourselves, and not call the support team. The entire map should be red, in that case.     And FYI, Indians are much more intelligent than Americans or Europeans. We were the ones who first started using the number system. The Indus valley civilization was the first civilization and we had much more advanced thinking before any civilization did.       It is incorrect, but I believe you misread it as well. The graph doesn’t say that tech support is *located* in New Zealand, it says that people in New Zealand (as well as all the other blue countries) know how to fix computer problems, while tech support is only located in India (which is *not* one of the countries where people supposedly know how to fix computer problems.) This is false both because many of the countries where people supposedly don’t know how to solve computer problems are in fact known for their expertise in computers (and probably all countries have at least some computer experts), and because, as you said, tech support is in several other countries besides India.

    Whoever made this assumes that every single country in Europe is some kind of perfect economic utopia, which is not true. Europe is NOT a land of magical living conditions, first of all. Prosperity in Germany doesn’t necessarily compare to the conditions in, say, Bosnia or Albania or Belarus, all of which are still suffering from the repercussions of decades of Soviet incompetence.

    But even that doesn’t really mean anything. Although billions of people don’t have direct ownership of a computer, they still can use them at internet cafes.

    I would be offended by this if I didn’t know it was made by an ignorant American who had to Google India to find out where it is. He only colored the parts he knows in blue. He doesn’t know what the rest is.

      Because it’s a Mercator projection, which attempts to take a sphere and stretch it into a rectangle. As a result, the closer a landmass is to one of the poles (where the stretching is infinite, as a single point is made to be as long as the equator), the larger it appears to be.

    It’s not racist. The red countries are richer and not 3rd world countries. I think it’s safe to say that countries that have many people who can afford and buy a computer (and most of the people in these countries do) know how to use a computer. Sorry if poverty stricken people don’t know how to use a computer.

    I kinda lol’ed at this because there is a KERNEL of truth in it (haha). I’m American, and I have pretty in-depth knowledge of computer troubleshooting and theory, but on several occasions (primarily due to warrantied items for family members) I’ve had to call up tech support. Generally speaking, probably 90% of the people I have spoken to are Indian. Out of that 90%, probably about 60% of them spoke wonderful English and were able to easily help me with my problem. The other forty percent…. well, they were pretty useless, and wasted hours upon hours of my life. So yeah, the guy who made this graph doesn’t have a real clue about what countries have computer backgrounds (US internet is terribly slow, and most Americans have ZERO clue how computers work…) but I thought it was still funny because most tech support is in underdeveloped countries where labor is cheapest, not where strong computer skills are. TL,DR; Yeah, the graph’s stupid, but it’s still pretty funny that the people you call for tech support often have way less knowledge than us internet people.

    Okay, I have a few things to point out here:

    It is not racist. Stop f***ing bitching. The point of the graph is humour. I can pull out the “Lack of Knowledge is not Idiocy/Racism/Sexism etc.” argument, or I could point out how the graph IS actually accurate to some extent, but I can’t be bothered. I just want to say: You pricks trying to censor every tiny thing by denouncing it as racist are ruining society. So piss off.

    Secondly: The graph is horrible. Canada is not twice the size of America, Russia is not bigger than the rest of the world put together, and Greenland is NOT 3 times as large as Africa. In fact, Greenland isn’t even 1/3 the size of Australia, and Australia is roughly 1/4 the size of Africa. So yeah, the Greenland to Africa scale is about 3:1 instead of 1:12.

      Regarding your comment about the map itself: as mentioned above, it’s a Mercator projection. It happens to be the most popular, probably because it makes for a nice, rectangle-shaped map. Unfortunately, that means that the closer something is to one of the poles, the more it has to be stretched, to make it so that each line of latitude is the same length as the equator.
