Fail. Traffic is on the freeway because people drive their cars to get somewhere. “Traffic” does not mean “traffic jams”, “traffic delays” or “traffic backups”. It means “people and/or vehicles using the road”.

Not always people slowing down to “look”… the presence of emergency vehicles can cause a sense of caution that slows people down a bit, leading to traffic compression at that point… see traffic waves article.

And driving in Germany I noticed they tend to slow (sometimes to a stop) until the lane they are trying to merge into is clear….that is not fun times, let me tell you.
