Personally I don’t really think this happens that much; maybe on a two lane road sometimes and its probably actually people going the speed limit. Everyone else just assumes speed limit >= posted speed limit + 5.
I encounter this just about every time I drive. The speed limit is not the issue; when all the lanes are clogged it is much more difficult to change lanes without forcing another driver to react, plus it reduces the available options for evasive actions in the event of an emergency. Slower traffic keep right (hey look, a law just like the speed limit). If you’re not passing everyone to your right, you’re in the wrong lane and you should move the heck over (please reverse that for drive-on-the-left countries).
@bodo – Mostly agree with you. The phenomenon that MOST annoys me is the guy in the left lane who will pass the cars in the right lane, but then slow down and stay even with the last car, so one can neither pass him nor the cars in the right lane. He wants to be at the head of the pack and won’t let anyone around him. I see this nearly every day during my commute, which makes me want to inflict some form of punishment (maybe not shooting…) on them.
My other favorite is the guy who does this, and then, when there’s a break and you can finally get around him, speeds up (now traveling at speed limit +25, rather than the -5 of 10 seconds ago…).
I have an hypothesis about the reason for this behavior: I believe it’s indicative of the person’s sense of powerlessness/lack of control in their own life. Ergo, they (attempt to) exert control over others trying to share the road. (“Ha, I’m in control – I’m FIRST and none shall pass!”)

I like your hypothesis because I share a very similar one. My carpool buddy and I discuss this from time to time and have agreed that when you pass someone, there are a select number of people who’s prides have just been offended. You will know when you pass this type of person because 20-30 seconds after you pass them, you will see them come up and fly past you. Usually this person will eventually slow back down until you eventually pass them again. Wait a few seconds and they’ll fly past you again.
It’s thing like this that make my younger siblings afraid to drive

My Girl passenger rubbernecking on my dong is usually the reason for the accident. Which is the typical cause for other said rubbernecking.

The “no apparent reason” section is the most anoying. The sloowing down to look at the accident though makes more sense cause there are usually cops in the area.
No, it never makes sense, at least to the extent that traffic has slowed down.
So there is an accident with cops there, for safety sake you should probably slow down to 5-10 under the SL, but any lower than that and you are now the cause of the problem that you hate being in.

Hmm… Missing road construction. It seems like most people just don’t have a clue how to merge properly, so losing a lane bogs everything down far more than it should.
From my experiences, the “No apparent reason” section should be much bigger. There’s no discernible bottleneck. Maybe some brief event happened that caused someone to slow down or stop, and enough people caught up to them to form a mass that takes a while to get moving again.
Ah, but there might be a (*gasp*) SLIGHT CURVE IN THE ROAD! OH NOES!!1! Or a very tiny hill! Or one of those electronic road signs so I have to slow down to read it while my lips move. Or there’s a big truck and I just don’t feel comfortable passing it at a regular speed (even though there’s plenty of room), so I slow down (which makes it take even longer to get past the truck, but that’s not the point). Or a tunnel, or there’s this bird-like thingie that I’m looking at, or maybe I’m just not sure what that one car is going to do, or I’m talking on the phone (but it’s still illegal to shoot me, so there), or I’m talking to a passenger, or I’m doing my makeup/shaving/dressing/eating breakfast-lunch-dinner/changing clothes…

There’s always a reason, just maybe not always a good reason (and yes, I’ve encountered all of the above).
Depending on where you are, there are also many different kinds of construction. For example, in Southern Nevada, I can think of four.
There is Construction Left-Overs, which is where the construction workers neglected to remove the cones when they were done and they sit there for a month and a half, doing nothing, before some driver gets sick of it, pulls over, and puts the cones on the median where they are out of the way. This category also includes signs warning of construction that isn’t happening, so people slow down in anticipation (especially if that includes the sign about how all fines are doubled until you leave the work zone, which never ends, because they remembered to take that sign).
The second type is Eternal Construction. These happen most often on surface streets that are old and really should be redone altogether, but instead, the county chooses to maintain it constantly to keep it drivable, usually closing off at minimum two lanes for three intersections to work on one pot-hole. (Nellis) This also includes freeways that have to be re-expanded as soon as the expansion project before was completed. (The I-15, anyone?)
The third type is Night-Owl Construction. The work is being done, but only after the sun goes down, leaving everything open and torn up in the morning for all to see. You never see them come, you never see them leave, but when you pass by, something has changed. This is always a dangerous one because of the use of floodlights to blind the flow of traffic.
The fourth type is Justifiable Construction, where construction and maintenance is being done right, on time, and sensibly on the part of the construction workers. For this, motorists feel obligated to slow down to appreciate their work and offer applause.

probly the things going thru the person’s mind that got int he accident:
1. How am I going to pay for this?
2. I wish these people would stop staring at me.
3. Did time slow down, or are these people still staring?!

What’s missing is a curve in the road. Here in Georgia, traffic usually slows down when there’s a slight curve. Pretty annoying.

Although I find this graph very amusing, I’m thinking “completely unnecessary construction” should fill as much space as “No apparent reason.”

A small proportion of car accidents would present an impediment to traffic even if no one were stopping to ogle the wreckage.

If everyone drove a consistent speed (not too slow, not too fast, depending on the type of road), didn’t change lanes like lunatics (once or twice, as needed), used their signals, and was constantly aware of what they and others are doing, traffic wouldn’t be such an issue.
A situation where the speed of drivers in all lanes is the same, preventing passing, is known colloquially as a ‘Mexican roadblock’ because of the tendency of uninsured motorists to drive exactly at or under the speed limit to avoid being pulled over for violations.
