Being japanese is BOTH nationality, citizenship and ethnicity. Japanese DON’T differentiate between japanese nationality and ethnicity, nor they have separate words for that! So the joke is perfectly correct! [[at least for the people who turned into japanese even when they are unable to acquire citizenship]]
